The Fuel Dock Becomes the Next Shipping Chokepoint

Large-vessel bunker constraints are moving from refinery systems into global freight economics. The market has moved from higher bunker prices into constrained physical availability.

The shortage has reached the fuel dock

The global Q3 fuel-oil deficit is forecast at 218,000 barrels per day. Russian fuel-oil exports fell to a record-low 591,000 barrels per day in August, versus an average above 860,000 barrels per day in 2025. Middle East exports averaged 447,000 barrels per day from March through August, down 45% year over year. Kuwait’s Al-Zour refinery shipped one cargo after March, compared with roughly 191,000 barrels per day during January and February.

Refiners are maximizing diesel, gasoline and jet output. Those margins pull residual fuel into secondary processing units, reducing the pool available for marine fuel blending. The IEA cut its Q3 refinery-run estimate by 370,000 barrels per day, while July global throughput ran nearly 5 million barrels per day below the prior year.

Singapore very-low-sulfur fuel oil (VLSFO) rose 76% from the start of the Iran war to just under $825 per tonne on September 1, while Brent rose 40%. The September 8 market assessment places Singapore VLSFO near $843 per tonne. Scrubber-fitted vessels source high-sulfur fuel oil (HSFO); the rest source VLSFO. Singapore lead times are extended for both, placing the procurement constraint across the large-vessel fleet.

Asia–Gulf services feel the supply constraint first. Asia–Europe services convert it into the largest cost event. Every Cape diversion adds steaming days, bunker consumption, vessel-cycle time and working-capital demand across the same voyage.

The decisive carrier variable is rate pass-through speed. Companies with contract resets, bunker clauses, network flexibility and balance-sheet capacity turn the same fuel shock into a pricing event. Companies carrying long fixed-rate commitments fund a longer recovery cycle.

The supply response

The announced response supports the broader oil system while direct bunker relief remains concentrated in a few channels.

  • IEA emergency stocks. The March 19 allocation table listed 426 million barrels: 301 million barrels of crude and 125 million barrels of aggregate oil products. By July 21, 290 million barrels had entered the market. Bunker impact depends on refinery conversion and product allocation.
  • United States. The March release program remains active. U.S. strategic stocks reached 285.4 million barrels in early September. Autumn refinery maintenance takes U.S. crude inputs below 16 million barrels per day in October before a November–December recovery.
  • China. China exported 2.73 million tonnes of fuel oil as bunkers in June, equal to about 577,000 barrels per day, up 55% from May. Its second-batch VLSFO quota totals 5 million tonnes. China is preparing a third September refined-product quota batch centered on gasoline, diesel and jet fuel. Existing Chinese bunker volumes provide the most immediate regional buffer.
  • Kuwait. Al-Zour completed one post-March fuel-oil cargo, and its July restart plan targeted two crude units. Its earlier 191,000-barrel-per-day export rate equals 88% of the modeled Q3 global deficit.
  • Nigeria. Dangote is operating at its full 700,000-barrel-per-day capacity and plans expansion to 1.4 million barrels per day by 2029. Its product slate emphasizes gasoline, diesel and jet fuel, directing the near-term benefit toward clean-product balances.
  • Brazil. March cargoes sent almost 1 million tonnes of Brazilian fuel oil into Southeast Asia, about 205,000 barrels per day. This arbitrage flow demonstrates how price signals can redirect supply toward Singapore.
  • OPEC+. The group keeps October policy unchanged after completing its September output phase-in. The policy supports crude availability while refinery uptime, feedstock selection and blending-component supply set the bunker balance.

Current measures stabilize crude and selected refined-product markets. The fastest path to bunker normalization runs through sustained Al-Zour exports, continued Chinese VLSFO volumes, stronger refinery utilization and repeated Atlantic Basin cargoes into Asia.

What executives should watch

  1. Singapore VLSFO lead times. A move below seven days signals physical normalization.
  2. Fujairah residual inventories. Weekly rebuilding establishes supply depth for Asia–Gulf and Asia–Europe services.
  3. Al-Zour cargo frequency. Repeated weekly liftings create the single largest named supply response.
  4. China’s September quota allocation. Incremental VLSFO tonnage strengthens the Asian buffer.
  5. Cape routing share. More diverted sailings raise fleet utilization, bunker demand and freight pricing together.
  6. Carrier surcharge realization. The spread between bunker inflation and realized freight rates determines quarterly margin transfer.
  7. October refinery maintenance. U.S., European and Asian turnaround schedules set the Q4 product balance.
